fix(HMS): load packaged data for additional printer families (#16267)

Add 20P, 26A and 31B to package_dev_id_types so Orca loads the HMS files it already ships for them. Before this, HMS errors on these printers fell through to the cloud lookup and could show as "Unknown error."
