Update BBL network plugin to 2.1.1 which allows debugger again (#10320)

Browse Source 
* Update to latest bbs network plugin, which should allow debugging

* Remove debugger detection and warnings

* Downgrade to 2.1.1 as 2.2 seems to be unstable
