Restructure Painting Tool UI Hierarchy (#12852)

restructure painting tools
place "On Overhangs only" checkbox under Overhand slider,
place "Vertical"/"Horizontal" checkboxes under pen size,
move some separators,
fix changing window width in MMUSegmentation,
show "Section View" slider for gap fill too
