CLI: Don't rotate objects when arranging unless --allow-rotations is passed (#15033)

The CLI's arrange no longer rotates objects unless --allow-rotations is passed, which matches the GUI's default. STL, OBJ and STEP inputs are arranged even without --arrange, so a part that only fits the bed when rotated now exits with -50 unless --allow-rotations is given. The CLI prints that reason to stderr.
